Job mission
Under the authority of the SRSG of the Council of Europe office in Azerbaijan, the post-holder will carry out a variety of assistance tasks in the implementation of the Council of Europe Action Plan to support parliamentary elections in Azerbaijan (hereinafter “the Action Plan”) with a concern for quality, efficiency, accuracy and confidentiality.
Key activities
The post-holder carries out the following duties:
- processes and assists in drafting background information on election related matters in Azerbaijan;
- provides assistance in reporting on the progress of the implementation of the Action Plan;
- seeks and collects information, data and documentation on election related matters in Azerbaijan;
- assists in identifying suitable local or international partners to implement activities foreseen in the Action Plan;
- provides administrative and secretarial assistance to the Council of Europe’s headquarters and to the SRSG of the Council of Europe Office in Azerbaijan in the implementation of the Action Plan;
- undertakes any other tasks assigned by the SRSG.

Professional and technical competencies:
- professional expertise: has proven practical knowledge of and experience of administrative and secretarial duties; has good knowledge of the activities and procedures of the Council of Europe; has good knowledge of matters related to elections and democratic standards;
- ICT skills: has sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, Outlook, internet/intranet publications);
- planning and work organisation;
- information seeking;
- problem-solving skills.
Interpersonal skills: service and client orientation, team-work and co-operation.
Communication and linguistic skills: listening and communication skills; native language Azerbaijani; very good knowledge of one official language (English) and knowledge of the other (French), in oral and written communication.
