The Council of Europe Office Library

The Council of Europe  Office Library has been operating since 2005. The Library aims to contribute to the public awareness about the CoE goals/activities and acquaintance with European values and norms and provides publications on the organisation’s structure and activities of its main bodies: the Committee of Minsiters (Recommendations and Resolutions), the Parliamentary Assembly (Debates and Adopted Texts) and the Congress of Local and Regional Authorities in Europe.
The library’s collection includes jurisprudence of the European Court of Human Rights and all the conventions adopted by the Council of Europe along with their explanatory reports. The collection of the Council of Europe Office contains more than 1000 documents and publications, including periodicals. Updates and documents arrive regularly. In addition to traditional publications, audiovisual documents, calendars of Council of Europe events, minutes of the sessions, proceedings and press releases are available to all visitors. Publications are kept on open shelves.
As the official languages of the Council of Europe are English and French, most of the publications are either in English or in French. One of the responsibilities of the Office is to promote the translation of the Council of Europe publications into Azeri language, with the aim of making them more accessible to the Azeri users.

The collection of documents and publications of the Council of Europe is arranged according to the cataloguing principles of the Council of Europe followed by the libraries of the Organisation and its central catalogue.

Besides the permanent stock the Office has a supply of the Council of Europe leaflets and information booklets which visitors are welcome to take away.
The materials are available for on-site use, but some copies of the materials can be offered. The documents may be provided also in the form of the text file at the floppy diskette. In case that a requested document of the Council of Europe is not in the stock of the Office library, it is possible to ask for it in Strasbourg.
In addition to the permanent stock there is also a large quantity of free information material and leaflets in the Slovak and foreign languages.

The Library is open to all interested visitors from Monday to Friday from 9 am till 6 pm. The main groups of visitors are: the lecturers and students of universities, schoolchildren, researchers, journalists, representatives of NGOs, as well as general public.
All visitors can work in the reading-room; make queries by phone or e-mail.


•   A spacious reading-room is at the disposal of visitors. The stock can be consulted at the spot, but not borrowed;
•   All visitors can also use the computer with a free access to the official website of the Council of Europe, the website of the Council of Europe Office  in Baku and other relevant sites;
•   It is possible to photocopy materials from the stock (up to 20 pages free of charge).
